Insect ID needed

Insect ID needed

Anybody know what these are? Never seen them before. We had a lot of rain a couple of days ago, maybe that drove them out of the ground or something?

I'm in CT and it's pretty cold out.

I'm finding them mostly in my backyard, and mostly on plastic/composite type materials. There's a half dozen or so (that I can see) on my composite shed, a composite bench, and the canvas like cover of some patio furniture. I saw just 1 or 2 on the wood siding, and another few on azek/trex trim.

They are maybe 1/4" to 3/8" long.

Does it have wings that may be folded tight to the body? If so, I think it's some type of parasitic wasp. Harmless to everyone and everything except for what it parasitizes.
