Insulation

I moved into a newly contructed home in 10/99. An excessive amount of cold air is coming from the area of the base boards.
The home was suppossed to be well insulated and I believe it is except for this.What could be causing this and how can it be stopped?

If you are feeling a draft around your baseboard, that means there is a hole or crack somewhere. Chances are it is at the bottom of the siding. It might not have gotten calked. Your house should still be under warrenety if it is a brand new built house. If not, I would try running a line of calk around the bottom of your siding.
