Installing Insulation under an existing deck

I am having a sunroom put on an existing deck and must insulate underneath it. Do I put the vapor barrier against the floor or do I put the insulation up and staple the vapor barrier to the joists.

The vapor barrier always goes toward the heated space. You will probably need to use insulation support wires (aka "tiger claws") to hold it up in place. Good Luck!
