Insulation

My home inspection recommended that I add to the insulation in the attic. I bought R-30 kraft faced batting. I am confused if I should cover the rafters. It currently has no insulation. I also don't have gutters on the house. I can place the new insulation on the floor joints as the current insulation is only 1-3 inches thick.
Can someone please advise me if the rafters should be insulated? Thank you!

You should place the insulation on the floor (i.e. the ceiling of the room. Placing it on the rafters won't do much good unless you seal the attic.
