Basement Insulation

My basement currently has insulation with white plastic cover attached to the cement wall. Question is do I leave this installation in place and put the 2x4 against it. If I leave in place can I add put addition insulation between the studs. do I still need a vapor barrier.

Adding more insulation to a basement wall that already has insulation would not do much for you as far as increased comfort or savings. If you decided to build a wall, I would not recommend adding more insulation to the walls.
