Vapor Barrier on Installation Between Joists?

Hello, thanks again everyone for your help. I am in the process of framing in my basement and the builder had insulated the batts or the space in-between the joists all around the outside walls. Since this space is above where the future ceiling will be, do I still need to vapor barrier it? If so, should the builder have done this even though it was an unfinished basement? Thank you, Pat

I say yes, unless it's faced batts he used.
