Noise reduction

I have a two-story house, and the noise control between the two levels is not really good; I can hear my family's members talking, walking, or water running from upstair when I am downstair and vice versa.
What is the easiest way to reduce the noise? This is a 2 years old house, so I don't want to have any major repair.

For an existing, finished house you are left with carpet, ceiling tiles, curtains and that sort for noise control. Water in the pipes - you could wrap insulation around them.
