Adding insulation

Hi,
I'm a new owner (1st house) of a 30 year old townhouse in Washington D.C. The first thing I noticed was the hot hot upstairs, and investigated the attic. The insulation is flat and thin. I got an estimate for a company to spray some:
Climate Pro R30 13 inch 57 SF/BAG

They want $385 total ..... this sounded high to me, any thoughts??

Thanks a ton!
