Question Insulate A Basement Floor?

Is this possible? The basement is dry, and we sealed the walls and floor over a year ago, so moisture isn't a problem. The floor will be mostly carpeted, except for the laundry/utility areas. The floor is always ice-cold in the winter, can we put something on the concrete, and then padding and carpet on top?

I have seen a product called "Dri-Core". It's a sub floor system for basements with wood on one side and a plastic bubble system on the other side.
