Basement ceiling insulation (yea or nay?)

I'm in NJ and I am finsihing my bsmt. I will be putting in baseboard heat very soon. I just put in R19 batts in 50% of my bsmt ceiling and WHOA did it ever get colder down there.

The first floor apt is more comfortable now, obviously. I am assuming that I did the right thing by insulating the ceiling.

I am hoping that once the heat gets goin, that it will STAY in the bsmt for the most part as well as when I put an AC in the window for the summer that the cold will stay.

Any comments or advice would be appreciated.

Any heat there will go to the floor above so its not a waste. we dont use insulation up in the joist. The drop T bar ceilings work just fine. ED
