Insulating interior and exterior basement walls

Insulating interior and exterior basement walls

Can't find any guidance in the right way to install R13 insulation on interior 2X4 walls recently framed and wired for electrical outlets. My questions in particular are:
1. When installing the insulation (R13 rolled) do I place the insulation on top of electrical outlet boxes and wires, or do I cut insulation around them?
2. Do I need to insulate the exterior walls (they currently have the builder installed metallic faced insulation now)?

We put a V/B on the cement wall first then the 2X4 wall 1" out from it with a P/T bottom plate. R 13 in the studs. Cut the insulation out if it wont fit there but it should just go in back of the boxs. Even with the paper side to the room we still put a poly V /B over the insulation and studs then the drywall .

Let the out side as is .Sounds like the builder did good ED
