Vapor Barrier - as insulation

I am in the process of finishing my basement. We are thinking of only putting plastic sheeting as the vapor barrier right over the studs before applying the drywall. (with no insulation).

Does this sound ok??

No you should have a V/B hanging on the cement walls. Put a R13 in the studs.Then a V/B over that then the dry wall.
