basement walls -full or 1/2 insulated ?

basement walls -full or 1/2 insulated ?

do I need to insulate floor to ceiling full or only 1/2 way from the top down ?
r12 baton ,vapour barrier,clean 16" centre, poured concrete walls 8.5 inch thick
if so and why would help. Canadian winters so frost is a factor

we hang a 4 mil poly on the cement wall put the stud wall up 1" out . Then a R 13 from top to bottom. dont forget to put a R19 up in the joist space there on the sill plate all around the home.
