Sealing an Exterior wall from the inside

Hiya!

We got a 1940s home. We're redoing a room that has a west facing wall and the wind just pounds in in the winter. Sometimes the breeze from the outlet and switch plates is so strong it can blow out a candle.

Question, is there a spray of epoxy or something I can apply to the exterior wall from the inside to seal the breeze out?

There was no insulation in there before, we do plan on installing insulation before drywalling. You think that would be enuf?

Plug all the holes for wire are any cracks with great stuff insulating foam.
