Insulating basement false wall.

Insulating basement false wall.
Hi,
I'm refinishing a sunken basement that has a 2x4 pony wall on top of 6" concrete wall. I'm considering building a false wall in front of the exterior wall. The climate here is pretty mild, so only R12 is required.
Can I insulate only the false wall or do I have to fill the space completely? If I can get away with insulating one wall, does it matter which one?
Thanks
Ken

Id say put the insulation on the inside wall as one piece paper side to the room. I would build it from the floor to the ceiling as one wallThis would be so you have a good V /B from inside to out side wall.
