Insulation for garage floor/basement ceiling?

Insulation for garage floor/basement ceiling?

I have an unfinished room in my basement that is under my 2 car garage that is not heated/cooled. The garage floor is a concrete slab on metal deck suppored by a steel beam. I want to heat/cool the unfinished room underneath. Do I need to insulate under this metal deck and if so, what is the best way to do this? Rigid foam glued onto the deck? Note that at this time, I do not want to fully finish the room, so I do not want to add a ceiling right now. Therefore, I'd like the insulation to be able to be exposed.

jarchill try and stay in just one post here. it hmelp a lot.
As i said in the other post seal the floor right away for insulation Id go with polystrene boards and glue them up there
