Garage Insulation

I have an attached garage 22x24 which is going to insulated and covered in drywall. I do not plan on heating this area. My builder and building inspector indicate that because this will be an unheated area that it is best not to use any vapor barrier- just insulate and drywall. Reason they give it that if a vapor barrier is used I will experience condensation problems.
What is the proper method vapor barrier or not?
