Electric box/gas meter closet

I have a closet in my basement that has the electical box, gas meter and vent for sewer gases. Is there any safety problem with putting insulation in this closet? The amount of cold air coming in is unbearable although there is some insulation already in there already. There's some thin styrofoam Sheet where there should be a good thick roll of insulation. Thanks for your help in advance!

Id say for sure put more insulation in it That sewer vent I dont get is it open in there?????? It should vent outside. Check that out for sure.

It vents outside, probably not the proper term for it but I think it lets the gases out of the plumbing lines. Thanks.
