Basement insulation
I have polysterene on a basement wall that is entirely above grade in that part of the basement. Because of the waste stack and other plumbing pipes along this wall, a 2x4 wall was framed 6-8 inches in and then 3 1/2 in. kraft-faced insulation (stapled inside the studs) put in the 2x4 wall. Question: Does this create a double vapor barrier? Would I be better off cutting the kraft-face paper before hanging the the drywall or should I just leave it as is?

Kraft paper is not considered an ideal vapour barrier on it's own as there are seams at each stud. You should either seal those seams with VB tape or install 6 mil poly over top. An effective VB is one that is sealed properly.
