Insulation above a drop ceiling?

My upstairs has drop ceilings to cover old plaster (+/- 18" between plaster and drop ceiling), with no insulation anywhere w/ the exception of a few batts the previous owner placed on the hardwood attic floor. The attic is just a huge open/unused space, and will probably never be used for living space. Is it proper to just place insulation on top of the drop ceiling? I want to do it right myself, or at least get an idea of what to look out for i have to hire someone. Any Ideas on the BEST process? Thanks!

It would be better to put the insulation in the attic instead of on top of the drop ceiling. A drop ceiling is not designed to carry that weight and will sag.
