Vapor barrier question

I am will be adding drywall to a 12x16 garage. What R value insulation should I use for the walls and ceiling? does the vapor barrier go in before the drywall?
The garage will be used as a work space and will be heated as needed in a mild NW Oregon climate. Any help would be greatly appreciated.

This site discusses vapor diffision retarders and has a map for application concerning vapor barriers. However, there are exceptions. In your case considerable amount of rainfall per year and mild winters would be more than sufficient reason for an exception to the rule. I realize this can be very confusing.
