cold floors

I live in the north and have cold floors. What is the best thing I could do to change that. Full basement I was thinking of insulating the floor joist with kraft insulation. Would the paper go up so you wouldn't see it or down. I 'm not going to drywall over the itch so I dont what to breath the fibers every time I go down into the basement. Any other idea would sure be nice.

Insulation will not change the temperature of the floor. Since heat rises, you need a heat source a floor level in order to increase the temperature of the floors.

Option 1.
Install an undermounted heated floor system.

Option 2.
Bring heat into your basement.
