basement wall build

I am about to finish my basement and after i drylock the cinderblock i was not sure what to do....i have gotten all different suggestions,do i just put up a insulation than a vapor barier and than the sheetrock (the green type)or do i just do the sheetrock or do i leave the vapor barrior out,everyone told me different ways,which one is correct...please help.if it helps i live in ny and it gets cold for about 5-6 months a yr.

If you live in a cold climate, vapor retarder goes over insulation on heated side of room. This prevents warm, moist air from entering the wall cavity.

when you say cold climate do you mean all year round ?
