Unconventional wall insulation

I'm going to be insulating a wall that will need to have 2x3 scabbed onto the edge of the 2x4's so the wall will be 5 inches thick I know normally you would use r-11 or r-13 but in my case that will leave an inch and half space.

Could I instead use r-21 at 5 1/2 inches? Compressing 1/2 inch doesn't seem like alot and the little R i might lose will still be greater than r-11/13

Thoughts???
