Is it OK to use R-30 on ext walls?

Is it OK to use R-30 on ext walls?

In my bathroom has R-13 on the exterior walls that was doubled up. The studs are deep enough to allow back-to-back depth of 2 R-13 sheets.

If I have the room, can I use R-30 on an exterior 2x4 wall? Would it be better?

If your walls are 2x4 then the only insulation you can install is R-13. If you install anything thicker you will only compress the insulation and defeat it's purpose.
Are you planning on insulating from the inside or outside?

from the inside but my exterior walls. i used the r-13 and is it OK that the insulation covers the electrical wire that is stapled in the wall between 2 studs ??. And I insulated all around my IC recessed lights. is this ok?

Covering the wires is fine and around the lights as long as you leave a bit of room around the lights. No insulation touching or covering the lights.
