Spray foaming basement sill plate

I was thinking of using this product

any comments, which is better for this application (closed or open cell foam)

Or
Should I put a small amount of foam and use fiberglass to finish the job

Closed cell would be fine on the rim joist/sill plate area. Only concerns would be temperature, currently cold, and local codes, do they require the foam (sheets or spray) to be covered with a fire barrier. Sealing and using fiberglass works, less expensive, but much slower. The jobs where I have seen the spray foam really have a wow effect and the home owners like the results.
