Can I install Fiberglass insulation without joists?

All the pictures I see in the DIY books show Fiberglass batts being laid down between joists. My place has beams with plywood laid over top. That roof has a gentle sloop. A metal roof was then put over the original roof with a goodly slope, trusses, etc. It's the space between the two roofs that I want to insulate.

There is already some insulation up there - unfaced batting just laid down over the plywood. I was thinking of putting a second layer crosswise over it for two layers of R-19.

There is no fascia installed; it's open to the outdoors, but the roof overhang is substantial and there's zero chance of wetness. It seems like the fascia should be done from the outside, when it warms up in spring.

Any suggestions would be appreciated. I'm kind of new to this.
