Sealing window in concrete foundation

Pretty straight forward question... What is the best method of sealing off windows which are installed directly in concrete (no wood frame)?
I have a number of old windows (wood inside window, aluminum window on the outside) which are installed directly in the concrete foundation. Replacing them is not an option as I just don't have the available funds. I do not plan to open them and would only want them for added light in the basement.

You can see the previous owner had added tape, but I double it's doing a whole lot.

If you only want them for light, you could replace them with glass block. zif you want to be able to open up some ventilation, you can buy openable vent units that fit in the space of any two blocks, horizontally.

The only thing Nashkat1 with your idea is the $$ just isn't there right now to go replacing.
