additional insulation over garage areas

My personal home inspector has suggested I add more insulation over my two garages in my new house. Both garage areas have bedrooms over them. My inspector suggested I go from the current R19 to R30. The insulation that existes has the Kraft paper toward the top with the insulation facing the garage area. I have 12" floor joists that the insultation is going between. Can I add another layer of R19 with a second vapor barrier or do I need to buy the second layer with no vapor barrier? How do you support the second layer? Any other suggestions will be appreciated.

If I follow you correctly, the garage ceiling is unfinished (not sheetrocked). Put in a second layer of unfaced R-19. Use insulation ties (or even lengths of mason's string) to hold it in place. Then sheetrock the ceiling with 5/8" Type X 'rock. That ceiling is a firewall between the garage and the house. It has to be 'rocked and the joints taped.
