new windows lead to bad discovery

Having a professional window installer come and do the kid's bedroom windows. Thought it would a good time to tear off wallpaper in my daughter's room as she wanted to paint her room. And when we got to the wallpaper under the old windows we found the drywall was wet. Stopped. Husband cuts out drywall and cleans out wet insulation and possible critter infestation. We can see particle board or something and its right aside the exterior brick. There nothing else no wrap or foam sheath nothing. this house was built in or I should say slapped together in 1995. husband say he thinks the 2x4's need to be replaced and the wood along the foundation they are attached to look bad. Where should we start? Should we hire a professional? He is pretty handy himself and I think he can do it but need advice. thanks in advance for any ideas

Welcome to the forums.

The bottom wood on top of the foundation is called the sill or sill plate. It can be difficult to replace because of its location and the weight on it.

Can you shoot a picture or two or three and post them here for us to see ?
