Sound proofing a basement

Question

Im starting a project to try to soundproof my basement so that most or all of the sound produced from instruments and or loud noises are barely heard on the floor(s) above. i would like advise from anyone how to go about doing this without spending alot of money on it.

Soundproofing with out spending "a lot of money" is kind of like trying to buy a Porsche or a Ferrarri without spending a lot of money. A decent soundproofing project is going to cost a certain amount of money. So is a decent Porsche. Trying to purchase either with a $100 bill just isn't going to happen!
