Roxul for a basement ceiling without sheetrocking over it.

I want to insulate the ceiling in my basement. It is wooden joists supporting wooden floorboards. There is a lot of wiring and some piping I would like to be able to get at. The basement is a fairly high traffic areas so I don't want people to be exposed to the roxul.

Can I use Roxul without sheetrock? Can I staple paper or something like tyvek to the bottom of the joists after I install the Roxul? I would like to avoid sheetrock if possible.

Is the basement conditioned space?
