Basement Finish

Hi I'm buying a new house with a full basement that I want to finish. My question is the home comes with the heavy vinyl insulation on the concrete walls. Ceiling is 8' so I want to use a 2x2 frame for the exterior walls. Problem is I think I need a horizonatal cross piece that I've been told I can fasten into the wall. My concern is that the insulation will be compressed and I'll loose the insulating value. Ideas would be appreciated.

What will you be covering the 2X2's with? Paneling and sheetrock? If so, you won't need any horizontal blocking between the 2X2's.

Thanks Lefty, I'm planning on using 1/2" wallboard so didn't know if I needed to better support the 2x2's. Do you think I'm making a mistake (going cheap) by using the 2x2 rather than a 2x4. Not sure how much cheaper it would be.
