I have blown-in cellulose insulation in my attic. It appears to have settled. Can it be lofted back up and if so, how should it be done?

Settling with any blown-in insulation is going to occur. How much settling are you talking about? If it was blown in at 12" deep and is now 10" or 11", you have no problem. But if it has settled by a third or more of what was originally blown in (12" is now 8"), you have a problem. Let us know what you have going on.

Don't know what the original depth was, currently it's about 3 inches. Also almost solid in spots. It's at least 12 years old. There's no moisture barrier, but I'm in N. Calif and have been advised that none is necessary. My goal is to add insulation to bring it up to at least R19.

A vapor barrier in the attic, at least around here, is pretty rare (I'm in No. CA too). R-19 would be the minimum depth you would need. We always tell our customers to go to at least R-30. If what you presently have is almost solid in spots, that is probably due to previous roof leaks. Cellulose does that when it gets wet.
