Should I insulate this? (Picture Attached)

I'm finishing a daylight basement... I will be drywalling the ceiling and walls, but I'm not sure if it is worth it to put some insulation in this ceiling joist space? This is about 12 inches high. Cost will be minimal, but I have about 60 cavities I need to fill... just don't want to waste my time if I don't need to do this. Any recommendations?

The area the arrows are pointing to is called the "rim" and yes, the area directly above the exterior wall should be insulated.
