Ceiling and Attic insulation

Two questions --

1) I need to insulate the ceiling of Garage (there is a room above which gets cold) . Is there any way to do it without ripping apart the ceiling ?

2) Will insulate the attic with blown cellulose . Question -- how long does it take for the cellulose to settle down ? I am planning to do some electrical work next summer and run wires through attic , will it settle down enough by next summer ?

Assuming your ceiling in the garage is finished and there is no access to the joist area from the room above then your looking to have the insulation, usually cellulose blown into the cavities. They cut a 2" dia hole at each end and blow it full of insulation.

Cellulose will settle but it's minimal, run electrical first!
