another crawlspace insulation question

Ok,

The previous owners in their attempt to insulate the crawlspace had laid a vapor 6 MIL barrier over all the dirt.

Well, as I was crawling around down their I discovered that the dirt underneath was wet almost muddy. The foundation vents are open.

I imagine that this dampness isn't good. I was told that there are special fans for crawlspace to keep them dry?? Is that true?? Is it just best to pull all this barrier up or any advantage to leaving it down?

Sounds like the vapor barrier is doing its job well. The moisture is out of the crawl space.

Yes it is working nicely but I am unsure whether or not that moisture underneath causing damage or not because it smells rather damp down there.
