insulating older finished basement

Our home was built in 1977 The previous owners finished the basement with a rough texture on the outside walls. Now the basement is really cold there are only two heat vents at
opposite ends of the basement. What can we do to warm this basement up for our cold canadian months?

you should be sure the bond area of the home is well insulated, I would reccommend that you install R-19 unfaced fiberglass batts to these areas if there is not currently any... If your not sure what the bond area is... this is the area above the poured basement wall and below the first floor..

Other than that you might consider framing out the basement walls with 2 x 4 's then insulating them and installing drywall over just as the upper walls are finished
