Black spot or mold in insulation?

Black spot or mold in insulation?

They look kind of like mold, but I have heard the black spot could be from filtering airborne dust particles when air leak from outside through the foundation into the insulation. But do you think they look like dust particles or mold?

Got a royal mess there.
Those sills should have been air sealed with 2" blue foam and expanding foam to fill any gaps.
Sure looks like there's some moisture issues happening from the outside, please post some pictures of the outside.
Moisture issues need to be addressed on the outside.

Spray one of the smaller black spots with 50-50 bleach and water. Let sit, for a couple of days. If it goes away you have the answer.
As stated before there is a need for a repair here.
