Looks like RockWool. You cant tell if something has asbestos in it by looking anyway. You need to send samples in to have it tested if you suspect it of containing asbestos. Its probably more likely that your acoustical ceiling texture has asbestos in it if it was built pre-1982 or thereabouts.

Thank you. This is a rental house I live in. I've been here for over a year. It's basically a death trap since it was built in the 1950's, but the owner has done a lot of renovation and it seems very modern on the surface and has had SOME things replaced with newer materials. But dangers could definitely lie beneath the surface in terms of asbestos, lead, etc. I am wondering what the legal requirements are for a homeowner that is renting a house out (obviously not too stringent considering they aren't required to ground the electrical system).

The electrical system is likely grounded, there are likely not any grounded receptacles which was not required when the house was built.

You can likely find the requirements for rental properties by contacting your local housing authority.
