Insulation In cape cod wall

I own a 1950s cape. We are remodeling the upstairs and started pulling the wood paneling off the exterior walls to install drywall. When opening the walls we found only a foil covers type of brown paper that was used as insualtion in the walls on the sides of the house.
The rest of the house downstairs has batt insulatiom the walls.
Can I take that paper down and install Batts in the walls om the side exterior walls or will this cause issues down the road.?

Where is the foil paper located? Do you have to remove it?

The existing paper is probably an old version of a house wrap to help stop drafts. When you insulate you'll also need to install a vapor barrier.

It's on the inside of the exterior wall
