Insulation

I want to remove or just blow over old insulation. And I bought a bunch of the foam vents for the soffits but not for sure if I need them or not, how can I tell if they are open or not? Should I be able to see light, the out side was already sided and it has vent in it.

I am assuming that when you say your outside was sided, that the soffit was enclosed but has provisions for ventilation (like with vinyl siding). You probably need to install the foam vents, or at least some baffles where your soffit vents occur so that you don't block the air flow into the attic when the insulation is blown in. If your house was sided with vinyl, and vented soffit was installed, no, you probably won't be able to see light through it. Doesn't matter -- the air will still circulate through it.
