6 mil or not

We have a 2 story house with both levels above ground. We also have a spiral staircase to the lower level.
the lower level has no heat so when in the winter a lot of cold air comes up to the living room.
I would like to frame an enclosure with a door to help the heating situation.
I have always believed to put plastic on the warm side but know I'm reading not to and it's just for inspectors and creates more mold problems?
This enclosure is an inside wall in an unheated lower level.

That is correct, the theory being that warm moist air, inside, will be kept away from the cold surface where it would condense into moisture!

The answer depends on what country or state where you live, and what the building codes are there.
