attic floor insulation.

i want to reinsulate my attic floor. i got this funny looking insulation that looks like a rats nest. how can i go by doing this? should i remove the old insulation or can i reinsulate on top of the old stuff? & what "R" value.

Without looking at yours, I cannot identify it positivily, but I have seen redwood shavings used as attic insulation, and it could be described as "a rats nest". I would blow cellulose right over it. "How much" depends on the climate where you live, but I would go to R-38 as a minimum.

Lefty.. I don't think it's wood it's more like old news paper & the state is Colorado..
