Town Exempt Property

We own house where next lot belongs to town. Wanted to find out what is town exempt property and can we acquire a town exempt property and what might be the process. I understand hiring a good lawyer but wanted to know what is the process and if that is even possible.

I'd think the first step would be to talk to some local politicians to see if that is something the board would consider. Often city property must be put up for auction but because you own adjoining property that might give you a leg up.

What is on the exempt property? The map shows an outline of something?

The size seems-about-right for a generator, fuel tank and emergency sewage transfer pump, which suggests to me that they're not going to sell it.
