Magnolia fungus

I have a fairly large Magnolia tree (not sure of species) that has developed alot of white round fungus looking spots all over it. Also, it seems to be turning black and it is almost soot like.
Any suggestions?

Powdery mildew can look like white meal on surface of leaves. Black dots are the fruits of this fungus. The disease is typically not a serious threat to trees. Make sure trees get adequate water during dry weather. There are fungicide sprays available.

Actually the white fungus is on the branches of the tree & the leaves seem to be soot covered, even the mulch below the tree is discolored. There also seems to be alot of insects (bees?) buzzing inside the tree.
