Best time to topsoil lawn?

I've lived in my house over 20 years and every so often we get a sinkhole in the yard which my neighbour suggests is perhaps rotting stumps of trees cleared by the builder. I've filled them in and re-seeded over the years but now I have several "low spots" as well as some ruts created by the lawnmower.

I'd like to order some top soil and spread it over certain areas to level the lawn in time for the growing season.

Assuming that spring is the time to seed the lawn what might be a good time to order & spread the topsoil?

Since seeding is best done in the spring, that would be the time to apply top soil and prepare for seeding.

Seeding works well year round. It just depends where you live and the weather patterns.
Here in Seattle area , assuming it is not raining you can seed anytime you like, in fact seeding early gives the grass a chance to get up and get some roots going before the summer really kicks in.

The sink holes are hard to tell without getting a look, but if they are not all that deep and the grass in them is in good shape, I would lift the sod throw soil under and pop the sod back in, and that would be something you could do now and often works really well. The lawn mower ruts I would suggest not cutting your grass when it is muddy and perhaps take a spade split open the grass along the rut and heel in some sods.
