Question Found yard drain buried under 6 inches of clay soil. How can I use it?

Moved into our first house about two years ago and the backyard has major drainage problems. One of the areas that needs to be fixed was a spot (about 15' x 15') with no grass behind a 2-stone tall retaining wall. Little grew there, except weeds and ivy, so I decided I wanted to try and make it part of "the lawn" and put in grass, etc -- Perhaps improving the area in general would fix part of the drainage problems. I pulled the stones away and starting digging out and regrading the area when I came upon, what I assumed was, an old patio -- I uncovered paver after paver buried under 6-8 inches of clay soil that had apparently eroded off a dirt slope a few feet away.

More digging and, surprise, a drain! I cleaned it out to discover the start of a run of ~3" pipe that appeared to be unclogged. Dropped in a water hose to check how it works and found the pipe runs all the way out to the street 100' away and connects to the city sewer. What a find!!!

So the drain is now cleared, but it sits at the foot of a large eroding slope of dirt on a neighboring property (I live on a hill) and would obviously be clogged and buried again in the future.

How should I modify this drain to make best use of it? I definitely need to put material over it to keep the drain from filling with soil again, but what else? Perhaps bury it under a layer of rock to try and collect runoff from the surrounding area?

To prevent it (the drain pipe) from collecting soil that will clog it, use a filter cloth and then a clean, well graded (different size particles) gravel surrounding it in the collection area.

After that, collect the water in the manner best suited for the terrain and use.
