Fruitless Pear: No Leaves

I have a fruitless pear I planted about 2 years ago. It has no leaves yet this year and has a white "powder like" substance on it. It has buds like it wants to grow and they are soft. I fertilized it about two weeks ago and watered it in real well. The tree looks healthy otherwise. I live in north central Texas. Any ideas?
Thanks!

racork, Welcome to the DIY Forums.

It sounds like your pear tree may have whats called Powdery Mildew. This is pretty common and will need to be treated with a fungicide. Powdery mildew attacks the young leaves and stems of fruit trees causing the leaves be stunted or drop prematurely. It will also cause the leaves to curl up and then drop. If not controled it can damage the tree severly. You can call your local county agricultural extension for a locally found fungicide for use on fruit trees.
Good luck and reply back if you have further questions.
