Bricks mortared over

I live in a triple decker condo in Dorchester, Massachusetts. I returned home from vacation to find that one of my condo mates had mortared over our front brick stairs, and then painted them black.

The rest of us are in an uproar, assuming this is irreparable. Does anyone know if it's possible to remove this one week old layer of new mortar to restore the bricks beneath?

try posting your question in the bricks, masonary, and concrete forum. i bet they can help you out better than we can in the landscaping forum.

No longer than the mortar has been down, it should come off readily with a cold chisel and a suitable hammer.
